First of all chlorine is not a metal , chorine is a non meral . And Chlorine is mostly non reactive because chlorine exists as cl2 in nature, forming a covalent bond with itself due to which its octet is complete by sharing elecrons with itself . Hence , chlorine is non reactive in nature .
