Coal is a ready-to-use fuel after mines out of the ground. So, a power plant can be built near the mine as it saves time and transportation cost. Moreover, it's also cheaper to transport electricity then bulk coal.
Oil has to be refined before use and upon refining, it yields multiple products. It's cheaper, therefore, to transport crude oil

Coal is heavy and bulky mineral. To save transportation cost, coal is often used near its source.
