Why is cupric oxide more basic than cuprous oxide?

The acidic character of the oxide of an element increases as its oxygen content increases. Hence, CuO should be more acidic or less basic than Cu2O. CuO, infact, is somewhat an amphoteric oxide. It reacts with concentrated alkali solutions forming ill-defined hydroxo complexes, apart from reacting with acids.
