Why is current a fundamental quantity and not charge?

It is not as easy to measure charge directly as it is to measurecurrent. Obviously charge is a more fundamental quantity andcurrent is a derived quantity. But current is taken to be afundamental unit, while charge is a derived unit. Units are what things are measured in relation to, quantities are the measurements.
