why is democracy called a government by discussion

Because a democratic government is involved of members of rajya sabha lok sabha if a decision taken by the government goes to the panel of rajya sabha and lok sabha were lots of discussion is taken place where possible mistake are made so this is called government of discussion

Because a democratic govt. has many members involved. Any decision taken by the govt. goes through a discussion of many people where the possible mistakes could be amended. So the democracy is called a "Govt. by discussion".
