why is democracy called a government by discussion​

Democracy is called “government by discussion” for the following reasons:
1. Democracy is a form of government where all the decision-making takes place by proper consultation and discussion with the elected representatives.
2. The presence of representative members in the policy-making process can reduce the probability of any mistake. As consultation and discussion took place in parliament before initiating any policy or law

saheefay: and when people are given right to discuss and gove their opinions it mean that it is a democratic state i.e system of vote because people select govt by vote it means that they re happy everuthing is happening by their will
