Because in this, government can't do what it wants to, it can do anything with discussing it to other ministers. Here are some points that can clear ur doubt :-)
1) As in case president has to appoint the Chief Justice and other judges, he does it with the consultation with the prime minister.
2) And as you know that no bill can become a law without introducing it in both houses( lok sabha(lower house) and rajya sabha(upper house)).

Because a democratic govt. has many members involved. Any decision taken by the govt. goes through a discussion of many people where the possible mistakes could be amended. So the democracy is called a "Govt. by discussion".
