I think it starts in the classroom and teaching method. The methods used by authoritarian governments are an extension of the methods used by teachers to control a class. In the North America and Western Europe and some other countries, teachers use more modern methods which are designed to save the time of the teacher and reduce the number of lessons which need to be given. An example of this technique was promoted by Abraham Maslow, whose theories are hated by dictatorial regimes which only goes to prove the point. Psychologists suggest students taught by one method will experience distress when they come into contact with those taught by the other method and this explains why there is such conflict in the world.
