Simple; it derives its popower from the populace. Democracy, unlike other forms of government, is a government based on the principle of majority opinion. It enthrones the popular saying, "the voice of the people is the voice of God".  

To further strengthen democracy, the source of the power, that is the populace, must be maintained. Maintenance here means that their rights must be protected and enforced; their opinions must count; It should be a government that represents the mind and desires of the people.  

Secondly, it should have respect for the law; basic laws that help to show the transparency and true definition of this form of government, like periodic elections. It shouldn't be a government of few elite-selected individuals less it ceases to be a democracy.  

For it to truly remain what it is, "it must be a government of the people, by the people and for the people" (Abraham Lincoln)
