why is dictatorships goverment is more developing government for any country than Democratic government

No, I think that Democratic form of gov is much better and more developing. In dictatorship people has no role in any decision taken by their gov and not even for those which r for them. They don't have the freedom of speech and expression. But in a democracy people can suggest some ideas regarding the welfare of the country, they can criticize the gov for their wrong steps and if he continue with the same process, people can remove that person. Either the gov has to do their work according to public interest or leave the post. In dictatorship people cannot develop coz of so many restrictions imposed on them but in democracy people can develop human resource by developing themselves as they get more opportunities.
