This is due to the fact that Kanyakumari being towards the South of India, is located near the equator while Kashmir is away from the equator.

Since the days and nights are of equal length near the equator, Kanyakumari hardly experiences differences in durations of days and nights but Kashmir experiences longer days and shorter nights in summer and shorter days and longer nights in winter.

Hence, difference between the duration of day and night hardly felt in Kanyakumari but not so in Kashmir.
