Since the chlorine atoms being more electronegative they absorb electrons from carbon making it less polar. Hence CCl4 has zero dipole moment. Zero dipole moment is the dipole moment between two atoms being zero. It depends on the polarities of individual bonds and the geometry of the atoms. ...
