Because modern democracy have such a large population that it is not possible for the citizens to gather and choose their leaders. It's not impossible to have a direct democracy in modern states. It's just known to be destructive. When you have a system based on Majority Rule, minorities will suffer the consequences. As soon as you put in a safe guard to protect minorities, you no longer have a “direct” democracy.
