Every year water induced disasters and fires in Nepal causes numerous human losses and the destruction of livelihoods and infrastructure. In the aftermath of a natural disaster, the National Government requires a well-structured response system in order to save lives and minimize risks to the people affected. The establishment of an effective coordination and response mechanism with well-functioning emergency services in areas like search and rescue, ambulance and fire services is vital.

Disaster preparedness and response planning is an essential element for coherent emergency management and an important foundation of national and local governance to establish a functional disaster management system. Most notably, Ministry of Home Affairs (MoHA) and Government of Nepal (GoN) have led the process of developing “The Guideline on Disaster Preparedness and Response Planning 2011” with the support of humanitarian partners. Training is an important pre-condition on improving the technical skills of personnel, to improve operational and team management and to optimize coordination among disaster management actors. Key activities such as compiling contingency plans, allocating resources and developing strong legislation are other important parts of disaster preparedness.

In order to enhance the priorities of the GoN, Flagship 2 ensures adequate networks are maintained and expanded, through the continuation of disaster preparedness and response planning workshops, trainings and simulations at national, regional and district levels.
