Distilled water does not conduct electricity as it does not have ions and rainwater conducts electricity as it has ions.

Rain water is not as pure as distilled water which means rain water still contains some salts. These salts help to conduct electricity. Since distilled water does not contain salts, it doesn't conduct electricity.
