because dumping in cities and towns are much tougher because there are a lot of restrictions in there so people dump their waste in water bodies or rural areas..

To reduce the pollution if we dump near cities and towns it may pollute the soil and it may emitt smell and we feel problematic so it is done far away from towns and cities
