During voltage up to 230kv , over voltage generated internally have no consequences on lighting stroke
But in EHV and UHV range voltage greater than 230kv and 800kv over voltage generated internally are in the same order of lighting stroke voltage or higher , so we require only switching surge or other types of over voltage to
determine insulation level of the lines and other equipments..
