A qualitative measure of the ability of an atom in a chemical compound to attract shared electrons to itself is called Electronegativity (E.N.). It is not a measurable quantity. It is a dimensionless property because it is only a tendency. It generally  indicates the net result of the tendencies of atoms in different elements to attract the bond forming electron pairs.

Electronegativity, is a chemical property that describes the tendency of an atom to attract a shared pair of electrons (or electron density) towards itself.
