why is english spoken in Goa?​

Local Goans speak Konkani (there are dozens of google phrase pages). Out-of-state vendors/hotel and shack staff will speak Hindi or Kannada (as will Goans). Or they speak English, which is an official language in India, to allow north and south Indians to converse with each other ;-) 3.
