That is said to be due to surface water molecules evaporating. Now if you observe some water heated in a vessel, when it boils you see bubbles coming out from the bottom of the vessel, middle of water and from all sides. That is a bulk phenomenon.

becoz water does not evaporate till vapour pressure becomes equal to atmospheric pressure....so to have vapour pressure equal to atmospheric pressure water vapour gets accumulated above the surface and evaporate in bulk as the pressure becomes equal
