Because, it is not possible everywhere as some of the part of land is fertile while other is not. for ex. some part of earth recieve heavy rainfall through out the year while on the other hand some region like deserts donot get sufficient rain needed for agriculture moreover there are some part of earth where even man can't reach so it isn't possible to use every bit of land for agriculture

Every but of land on earth is not used for agriculture as-
1) we need water resources which are not present everywhere.
2) All soils are not fertile enough for the growth of crops.
3)Different crops have different needs.
4)The climate of a place might not be suitable for the cultivation of crops.
5)We also need place for our livelihood.

Hope this helps : )
