why is FACTORY wasre neutralised before dispatching in into water bodies

It is neutralised because it contains acid solution which is very dangerous for us

Because the effulents (factory waste) which is acidic in nature harms the organisms in the water bodies.The acidic factory waste should be treated with a base to neutralise the effect of the acidic factory waste.
