Answer:

Firoz Shah Tughlaq(FST) was the third ruler of Tughlaq dynasty after the death of his cousin Muhammad-bin Tughlaq(MBT).

MBT was called an intelligent fool because most of his experiments were failure. When FST ascended throne the treasury was almost empty due to the experiments of MBT. Firoz had a passion for architecture and he extensively developed infrastructure and canals. But most of his military expeditions and reforns were not successful.

He provided the principle of inheritance to the armed forces where the officers were permitted to rest and send their children in army in their place. However, they were not paid in real money but by land.

Explanation:

Feroz Tughlaq had a passion for architecture and cared about the welfare of his people. He facilitated them with facilities such as public baths. He was not good on the battle field but is considered a strong ruler with a great personality. On the other hand,Muhammad Tughlaq was a brave general and was short tempered too. The reason for this is when his second idea of changing capital failed ,he punished his officials and is considered a historical failure. If we talk about being a good ruler, he had ideas beyond his time and tried to help his people by influencing his economy and eventually helping out his people.
