Why is fire extinguisher used to remove fire caused by kerosene anfd not water

1) Water isn't used to exinguished fire,because in water oxygen is present and oxygen gas helps to burn. Therefore, carbon dioxide gas is used to extinguished fire.

Because in water oxygen is present and it will help kerosene to burn more.
