Why is fluorine considered to better oxidizer than chlorine?

SIMPLY because of the greater electron affinity of Fluorine which allows it to draw the electron cloud more towards itself relative to that of Chlorine. Fluorine is more electronegative than chlorine, Hence attract shared pair of electron more easily than chlorine. ... Electron gain enthalpy of F2 is less than that of Cl2.

As flourine is the most electronegative element in the periodic table and also it's smaller than Chlorine thus it's easy for it to lose electrons.
