OR,

the resistance produced by a medium to disrupt the flow of charges and the interaction of Electric field.

suppose:- there are two charges (+q1) and (+q2) and they are placed in free space so, the force acting between them is:- F=(1/4πE)*{(q1*q2)/} ,but when they placed in a medium for example a tank full of Hydrogen gas then (as we know every atom is a dipole) the flow of charges and the interaction of electric field gets disrupted by the positive and negative charges present in an atom. Due to this the force experienced by the charges also reduced.
