This is bcoz friction is harmful when its more(example more friction, the shoe soles will cause we're and tear, the tyres will smoothen out or will get damaged) it is useful bcoz without friction it's not possible to write in notebook, it's not possible to cover several distances.
Thus friction is necessary but excess becomes an evil'. Thus, known as necessary evil'

Without friction we cannot set out the bodies in motion or stop the moving bodies. Thus friction is absolutely necessary for carrying day to day activities. On the other hand, it also wastes the time and energy, brings about wear and tear and slows down the motion. Thus, we can say that friction is a necessary evil.
