The current structure of the security council is largely a consequence of WWII.
Given that it was Germany that was defeated and that the allied powers had most of the say in early days of the UN, It's not entirely surprising that Germany was kept out of the security council.
Additionally, Germany as we know it today came into existence after the fall of the Berlin Wall. Since then, meaningful reform of the security council has not occurred.
