Why is hci gas unable to change the colour of a dry blue lithmus paper ?what happens if litmus paper is moistened

HCL gas is not able to change color of dry blue litmus paper because the HCL gas does not have ions it only forms ions when it comes in contact with water. If litmus paper is moistened it will immediately form ions with water present in blue litmus paper and turn the litmus paper to red color
