Hcl acid is stronger acid than acetic acid because Hcl is fully ionised in its aqueous solution whereas acetic acid don't ionises completely in its aqueous solution. This shows that Hcl have more concentration of hydrogen ions and very low pH as compared to acetic acid and that is why Hcl is stronger acid than acetic acid.
