Why is henry's law not applicable to dissolution of hydrogen chloride gass in water?

HCl forms hydrogen bonding with water. Henry's law is only applicable if the interaction between the two substances is same as between themselves.

Explain why certain gases does not obey henry's law.... Henry's law states that at constant temperature the concentration of a gas in solution is proportional to the partial pressure of the gas above the solution. Ammonia reacts with water instead to dissolving while for oxygen dissolving in water.
