a. The government can take steps like maintaining a buffer stock of food grains that can be used in crisis situation. A buffer stock of food grains is created by the government so that it can be distributed in the food deficit areas and among the poorer strata of the society at a price much lower than the market price
b. This will help to resolve the problem of shortage of food during adverse weather conditions or during the periods of calamity.
c. However high level of buffer stock of food grain is considered undesirable because high quantity of stocking would certainly result in rotting of grains in the granaries and being eaten by rodents.
