Why is highest oxidation state of a transition metal exhibited in its oxide or fluoride

This is because of  greater electronegativity of the  fluorine and oxygen  and therefore they can pull the electrons from the transition metals and hence transition metals show high oxidation states in presence of oxides and fluorides.
