Why is holi in jammu and kashmir celebrated mostly one day prior to the nationwide celebration of the festival?

Basically in month of March there is more coldness and shivering in the environment that other state it is not the fact that they don't enjoy Holi or other festival they enjoy but the whole usually also full is not their prime festival but due to more involvement of tourist in the state on this month did to enjoy it.
