because human knows how to use other resources and other capitals for their need and for fulfil environment need too..

human uses resources in development of country and also raise value of other capitals.

Human capital is significant and essential because the present resources can be converted into usable form with the help of human knowledge,skill and intelligence.

For example-Coal existed on earth since millions of years but it came to be identified as a resource only when humans found that it can be used as a fuel.
