why is ice at 0 degree celsius more effective in cooling than water at 0 degree celsius when both have the same temperature?

Water at 0 degree always associates with latent heat of fusion which is hidden between the particles. Therefore ice at 0 degree is more effective in cooling.

TheValkyrie: When Ice turns to water the temperature remains constant. This is because the heat is used for breaking the force of attraction between the particles. This is the hidden heat.
