At 273K or 0 ºC the ice will give more cooling than water because it can absorb more heat than water due to its latent heat of fusion. Water as ice has a cooling effect whereas water as steam may cause severe burns. Whereas, when temperature is increased to 100oC, water is converted to steam. Water as steam has more latent heat than water in liquid and solid form. Hence, water as steam can cause severe burns while water as ice has a cooling effect.

ANSWER

Ice is more effective has water at 273K as it posseses the latent heat of fusion of ice. On turning to liquid ice will absorbed this extra amount of heat from substance and cool it in the process.
