why is ice at 273 K more effective in cooling than water at the same temperature ​

when ice starts to melt ,it absorbs heat from it's surrounding and hence the surrounding become cool while when the cold water at the same temperature is already in liquid form ,it too absorbs heat from the surroundings but it takes time and is not able to cool as much as the ice
