Why is ice at 273 K more effective in cooling than water at the
same temperature?

Because ice absorbs heat to first change its state from solid to liquid and then from liquid to gas while liquid only absorbs to change its state to gas, in this way ice absorbs more heat and is better at cooling than water at same temperature.
