Ice at 273k is more effective in cooling than water at the same temperature as
ice at 273k has less energy than the water which possesses additional heat known as latent heat of fusion. This energy is absorbed by the ice without increasing its temperature.
The energy that water possess is used for increasing kinetic energy, increasing spaces, decreasing forces of attraction and breaking the bonds.

Because at 0° C (273 K) particles of water have more energy comparing it to water at the same temperature.
