ice at 273 Kelvin is more effective in cooling than the water at same temperature because water gains heat energy in the form of latent heat to rise its temperature up to a particular point but ice looses it's chillness to be liquid .

therefore ice at 273 Kelvin is more effective in cooling than water at same temperature

Because at 0° C (273 K) particles of water have more energy comparing it to water at the same temperature.
