why is ice at 273 Kelvin more effective in cooling than water at the same temperature

This is because of the fact that phase transition occurs at same temperature. Hence, ice at 1bar pressure will melt to become liquid water at 273K.

the ice is more effective because if we keep a ice and on one hand water theice need theenergy to convert to water but the water donot need energy so ice will take energy from hand and in result we feel cool
