Because I want you to understand that as we go to states of higher intermolecular forces, there is an extra amount of energy which is required to be lost to transition into the new state. Water falls in the lower state than ice in terms of intermolecular forces. So, water has to lose extra energy to form ice. That is why ice is more effective.

Answer:

Because water is in 0degree celcious has same temperature when comparing to ice is at 0'celcious

but ice is more effective than water

because ice is obsorbs heat energy and latent heat from medium

so cooling effect of ice is more than water
