This is due to latent heat. Ice at 0 degree will have less kinetic energy and so it soaks heat form our body making us cool

At 0° C I've produces more cooling effect as
ice has extra energy stored in the form of latent heat or called hidden heat which it gets when water gets converted into solid ice.
this latent heat provides better cooling effect.
