Inter halogen compound ICl have partial ionic character due to the electronegativity difference between Cl and I, whereas iodine I2

forms covalent bond which are much stronger than ionic bond.

Since lesser the bond strength higher the reactivity and this explains the higher reactivity of ICl than I2

While when same halogens form X2(like I2) molecules and they form covalent bonds which are stronger than interhalogen compound and weak bond obviously is more reactive than the stronger bond and that's why ICI is more reactive than I2
