The size of democracy, in this context, is in terms of population, not physical area. A government is only as large as the number of people it encompasses, right?
Seeing as the only country with more people is China, which doesn't even attempt to describe itself as one, yes, India is the largest democracy in the world.
Just a fun fact: With 1.25 billion people, or 17.5% of the world's population, home to 8 major religions, over 4600 castes, as well as 22 federally recognised, 122 major and 1599 other languages in use, India is also the most diverse democracy in the world
