'Largest' here refers to the population, not land area. Only China is more populous than India in the world, but it is hardly a democracy.

Indian democracy is called as the world’s largest democracy. Democracy is the government of the people. Thus, larger the number of people involved in the democratic government, larger is the democracy. India is second largest country in terms of population, after the China. But the China doesn't have complete democracy. Hence, India remains with the largest country (in terms of population). People participate in democratic process at various levels, local ,state and national level. Therefore India is termed as the largest democratic country.
