Because it's an exception.. and also chlorine has 7 electrons in outermost orbit while oxygen have 6 electrons in its valence shell

or it can be cuz oxygen is smaller in size than than chlorine so electrons are more dense on it nd it will exert a strong repulsive force incoming electrons
