If the Circulatory system was to be dead or not functioning properly, the oxygen won't be taken in properly, therefore, all parts of the body would not have the required amount of oxygen. Oxygen is also used for breaking down food (by the body). If the cells did not recieve oxygen for a long period of time, they will die, but, that is exceptional in a few cells in hypoxia.
