why is it advisable to use pressure cooker at higher altitudes?

In higher altitudes,water boils at temperature lower than 100 degree celcius with atmospheric temperature being low(70 degree celcius ) and food is not cooked properly there.Therefore,pressure cooker are advisable to use at higher altitutes
